Bid To Reduce Single Occupancy Cars To And From Ringaskiddy

Efforts to reduce the number of single occupancy cars on the road during peak hours in the Ringaskiddy area by applying transportation demand management (TDM) were welcomed by members of Cork County Council’s Carrigaline-Ballincollig Municipal District.

Every weekday morning and evening, thousands of cars, many of them driver only, queue on the N28 Cork-Ringaskiddy road with long tailbacks to Shannon Park roundabout, Carrigaline and Carr’s Hill on the Douglas/Cork road.

However, as pointed out by senior engineer with the traffic and transportation section, Peter O’Donoghue, some of the larger employers are involved in an ongoing process of applying TDM with a view to reducing the number of single occupancy cars during peak traffic periods. The National Transport Authority workplace planning group was working directly with some employers.

As regards construction projects, Mr O’Donoghue said the range of approaches being taken as part of this TDM exercise was intended to reduce the worst effects of traffic congestion in the Ringaskiddy area, particularly in advance of the proposed M28 motorway project.

‘Any benefits to traffic congestion in the Ringaskiddy area are likely also to benefit Carrigaline. The development works on the Janssen Pharmaceutical site at Shanbally are an example of a very successful construction TDM in operation’, he stated. ‘Demand management is likely to be part of the solution of traffic congestion levels in the Carrigaline as will a change to the making of short trips by walking or cycling rather than by private car.’

Mr O’Donoghue acknowledged the need for better cycling options but welcomed the fact that an arrangement was in place regarding the construction project at Janssen in which 599 vehicles were on site before 7am and it was his hope that a similar arrangement would be in place when construction of the major Port of Cork development commenced in Ringaskiddy.

Apart from easing congestion, TDM is also seen as important in reducing the use of carbon fuels and emissions and in improving air quality.

In a report, Mr. O’Donoghue said proposed upgrade works for Shannon Park roundabout went out to tender on October 11th a view to having a contractor on site in early 2019.
