Carrigaline apartment blocks given green light

It was announced on Tuesday that planning permission had been approved for the building of more than 200 apartments and 20 houses by An Bord Pleanála. The approval comes two years after planning was first submitted back in 2022. 


The development is to be located on the Kilmoney Road. 


It will consist of 224 units and will include 202 apartments in two blocks, 22 townhouses/duplex units and will range from six to seven storeys in height. 


According to documents submitted to An Bord Pleanála, the company behind the development is mallow based company Resides Investment Ltd.


The application also includes an intention to build a 184m2 creche facility, a local play area, a local kick about area, an activity trail/greenway along the Owenabue River, an amphitheatre, civic space and two courtyard areas. The housing mix is as follows; 101 one-beds, 111 two-beds and 12 three-beds. 23 units will be made available for social housing as part of Part V requirements.

Cllr. Jack White, Fine Gael, welcomed the approval and said "I think it is great news that An Bord Pleanála has granted planning permission for the construction of 224 apartment units in Carrigaline, on the site adjacent to the Co-Op and Pottery Road."


"With such housing needed, this is exactly the type of town-centre, sustainable development we need to give young people, single people, young couples and families the chance to get on the property ladder. Naturally Carrigaline has infrastructure issues that need continued investment, but simultaneously we need to give people the opportunity to have home".


Cllr White continued, "This decision took over two years for An Bord Pleanala to make, so things may have changed for the developer in the interim, and they may choose to go ahead with this permission or indeed to seek another permission. The important point is that this sets a very positive precedent for development at scale on this site".


The approval comes at an important time considering the scarcity of housing availability in the Carrigaline area, as highlighted previously by The Carrigdhoun Newspaper. However, this particular development is considerably different to that of other recent residential schemes, which have focused on providing development on the outer edges of Carrigaline. Instead, this housing plan presents the single biggest proposal for town centre residential living that the area has arguably ever witnessed. 


When the planning was first submitted, it was planned that the construction of the proposed scheme was expected to begin in Q1 2023 and aims to be completed by Q3 2024, which has now passed. In his announcement video Cllr. Jack White said it is now expected to begin in the next year or two". 


The announcement received mixed reactions from Carrigaline locals due to traffic congestion, flooding problems and lack of transport links.
