Rent Review: Carrigaline, Douglas, Passage West

Following the announcement by Minister Simon Coveney last week that rent caps will be extended to Douglas, Passage West, Ballincollig and Carrigaline, it has since emerged that since the measures have been rolled out based on electoral boundaries, half of Carrigaline is not covered by the measure. Since May 2013, Carrigaline has been split across two local electoral areas. The dividing line is the bridge over the Owenabue River and the southern side of the town is in the County Council’s ‘Bandon-Kinsale Municipal District’, while the northern part is in the ‘Ballincollig-Carrigaline Municipal District’. This now means that rent caps will be enforced in estates such as Heron’s Wood, Waterpark and Owenabue Heights and landlords will be unable to increase rents by more than 4% per year, whilst on the other side of the bridge in estates such as Forest Hill, Clevedon and Wrenville, no such restrictions will apply, leading to a two tier housing market in the town. A spokesperson for Minister Coveney stated that it is hoped that the fact that rent caps are in place on the southern side of the town would help moderate rent fluctuations on the northern side. According to data released by the Residential Tenancies Board, the average rent in the Carrigaline area is €909 per month at present, having seen an increase of approximately €100 over the previous 12 months.
