Pedestrian Crossings Needed At ‘Centre Block’ – Passage West

That the ‘Centre Block’ in Passage West and the roads leading to and from it be re-examined with a view to identifying locations where controlled and uncontrolled facilities might be installed as appropriate to provide improved ease and safety of crossing for pedestrians, was a motion from Cllr Marcia D’Alton (Ind.) at the recent meeting of Cork County Council’s Carrigaline-Ballincollig Municipal District (MD).
She said there was only one crossing in the town centre near Tom Fahy Park but nothing around the ‘centre block’ and crossing the different streets surrounding it was difficult and the surface poor. There had been a traffic and parking study of Passage West in the days of the town council and requests to enhance pedestrian facilities, at least at the bottom of Church Hill where school children crossed.
The centre block serving the main R610 is bounded by Main, Cork, Strand, Back and Railway Streets, Chapel Square and Church Hill. Senior executive engineer Madeleine Healy said she would talk to the Road Design Office team about this.
Cllr D’Alton also had a motion that proper management of pontoons and other council-owned facilities would benefit from bye-laws and that the MD would recommend same to the full council.
In a report, MD officer Kevin O’Regan said the council was in the process of making new harbour bye-laws and understood a draft had been agreed by its coastal management committee. Additional staffing to implement bye-laws, once agreed, was also an issue.
‘Someone’s after robbing it’, said Cllr Michael Frick Murphy (SF) when stating that a public seat had been removed from the quay near Passage West Rowing Club. He called for two picnic tables at Fr. O’Flynn Park and for traffic calming near ‘The Rocks’ between Pembroke Roundabout and the new Aldi store. Ms Healy said there would be a roundabout near Aldi and Harbour Heights which should slow traffic.
Cllr D’Alton recommended herring-bone lining when the car park opposite The Bosun in Monkstown after being resurfaced following works on the main drainage scheme by Irish Water because this was easier for drivers. She also urged reinstating full road widths in the locality after excavations and asked that the roads section be written to. Both she and Cllr Eoghan Jeffers (SF) said the surface of the R610 in Monkstown was poor, especially for cyclists.
On a proposal by Cllr Murphy, the MD congratulated Passage FC under 12s on winning the league and on a proposal by Cllr Mary Rose Desmond (FF), all from the MD who participated and won medals in the recent Irish Special Olympics.
